 कालोबजारी तथा ठगी मुद्दामा फरार केएल दुगड ग्रुपका सञ्चालकहरू किसनलाल 
दुडग, नरेश दुगड, कुमुद दुगड र विकास दुगडलगायतका अभियुक्त पक्राउ गर्न 
सादा पोसाकमा विशेष संयन्त्र बनाई प्रहरी परिचालन भएको छ ।<br />
२६ फागुनमा अदालतले मुद्दाको पेसी तोकेपछि दुगड ग्रुपका सञ्चालकहरूलाई 
सोही दिन पक्राउ गरी अदालतमा बुझाउने उद्देश्यका साथ खोजी तीव्र पारिएको 
प्रहरीले जनाएको हो । राजधानी दैनिकले समाचार छापेको छ ।

महानगरीय प्रहरी परिसर काठमाडौंका प्रवक्ता प्रहरी उपरीक्षक (एसपी) 
प्रद्युम्न कार्कीका अनुसार अदालतबाट वारेन्ट जारी भएका कारण दुगड ग्रुपका 
सञ्चालकहरूलाई अदालत बुझाउनका लागि प्रहरीले सबै संयन्त्रको प्रयोग गरी 
खोजी जारी राखेको छ ।<br />
‘केएल दुगड ग्रुपका सञ्चालकलाई पक्राउ वारेन्ट जारी भएको अवस्थामा 
प्रहरी चुप लागेर बसेको छैन, हामीले उसको गतिविधिलाई नियालिरहेका छौं । सबै
 कारोबार नेपालमै भएकाले उसको आउजाउ हुन सक्ने सम्भावनालाई पनि ध्यान 
दिइएको छ ।<br />
उनीहरू कुनै न कुनै बेला पक्राउ पर्नेछन्,’ प्रवक्ता कार्कीले 
राजधानीसँग भने । डेढ वर्षअघि काठमाडौं प्रहरी परिसरले केएल दुगड समूहको 
जडीबुटीस्थित गोदाममा बढी मूल्यमा बेच्न लुकाइराखेको चार ट्रकभन्दा बढी 
खाने तेल नियन्त्रणमा लिएर ९ करोडभन्दा बढी ठगी गरेको भन्दै अदालतमा मुद्दा
 दायर गरेको थियो ।<br />
अदालतमा मुद्दा दायर भएपछि फरार चारैजना सञ्चालकविरुद्ध अदालतबाटै 
पक्राउ पुर्जी जारी भएको थियो । केएल दुगड ग्रुपले स्वस्तिक आयल 
इन्डस्ट्रिजले धारा, ज्ञान, सनफ्लावर, स्वस्तिकलगायत ब्रान्डमा तोरीको तेल 
उत्पादन गर्दै आएको छ । प्रहरीले कम्पनीका म्यानेजर अमन जैन र प्रमोद 
अधिकारीलाई पक्राउ गरी अदालतमा पठाए पनि उनीहरू धरौटीमा छुटिसकेका छन् ।<br />
अदालतमा नपुगेका मालिकहरू मात्रै यतिबेला फरारको सूचीमा छन् । 
नाकाबन्दीको समयमा खाने तेलको मूल्य बढाई कालोबजारी गरेको सूचनाका आधारमा 
प्रहरीले गोदाममा छापा मारेको थियो ।<br />
काठमाडौं प्रहरी प्रमुख रहेका तत्कालीन प्रहरी वरिष्ठ उपरीक्षक एसएसपी 
विक्रमसिंह थापाले गोदाममा छापा मारेर सिलबन्दी गरेका थिए । त्यसबेला 
प्रहरीले दुई ट्रक धारा, एक ट्रक ज्ञान र एक ट्रक सनफ्लावर गरी चार 
ब्रान्डका तेल सिल गरेपछि कर्मचारीहरूलाई कम्पनी जिम्मा लगाएर दुगड ग्रुपका
 सञ्चालकहरू फरार भएका हुन् ।<br />
प्रहरीले उनीहरूलाई कालोबजारी ऐनअनुसार कारबाही माग गर्दै सरकारी वकिलको
 कार्यालय काठमाडौंमा पठाएको थियो । सो ऐनअनुसार अदालतले उनीहरूलाई बढीमा 
१० वर्ष जेल हाल्न सक्नेछ । कालोबजारी गरेर दुगड समूह बारम्बार विवादमा 
तानिँदै आएको छ । तर, अहिलेसम्म ठोस कारबाही गरेको छैन । दुगड समूहले खाने 
तेल, दाल, चामल मैदालगायत खाद्यन्नको उत्पादन र व्यापार गर्दै आएको छ ।<br />
जब बजारमा आपूर्ति समस्या देखिन्छ, तब दुगड ग्रुप कालोबजारीमा सक्रिय 
हुने गरेको प्रहरीको भनाइ छ । तत्कालीन समयमा ९ करोड ९६ लाख १३ हजार ठगी 
गरेको आरोपमा मुद्दा दायर गरेको थियो । प्रहरीले १७ मंसिर २०७२ मा जडीबुटी 
डिपोमा छापा मार्दा तेल अधिक भण्डारण गरेको तथ्य फेला परेको थियो ।<br />
त्यतिबेला बरामद सामान साल्ट ट्रेडिङ, नेसनल ट्रेडिङबाट बिक्री गर्ने 
व्यवस्था गरिएको थियो । प्रहरीले कालोबजारीका लागि भण्डारण गरिएको अवस्थामा
 त्यसबेला १ लाख ३५ हजार ९ सय ५० लिटर खाने तेल, ६० हजार लिटर वनस्पति घ्यु
 बरामद गरेको हो । बरामद गरेको सबै तेल बजार मूल्यमा बेचिएको थियो ।<br />
प्रहरीका अनुसार दुगड ग्रुपका अन्य विभिन्न कम्पनीका सञ्चालकहरू किसनलाल
 दुगड, विकास दुगड, सौरभ दुगड, नरेश दुगड, कुमुद दुगड, चन्द्रीकाप्रसाद 
कुसवाह र लेखापाल रमाकान्त पारिक, धर्मचन्द्र दुगड, गौतम दुगड, प्रदीपकुमार
 छाणेज फरार रहेका छन् ।<br />
दुगड ग्रुपले आफूले उत्पादन गरेको खानेतेलमा नाकाबन्दीको मौका छोपी बजार
 मूल्य (खुद्रा मूल्य) भन्दा ११९ प्रतिशत बढी मूल्यमा सामान बिक्री गरेका 
थिए । मूल्य स्टिकर परिवर्तन गरी १ सय १९ प्रतिशतसम्म बढी मूल्य लिएको 
प्रमाणका आधारमा उनीहरूमाथि मुद्दा चलाइएको हो ।<br />
अघिल्लो वर्ष नाकाबन्दीको बेला (२०७२ असोजदेखि मंसिरसम्ममा)मात्र दुगड 
ग्रुपले उत्पादन गर्ने सनफ्लावर तेलमा खुद्रा मूल्यभन्दा प्रतिलिटर १ सय ४९
 रुपैयाँ बढी लिएर बिक्री गरेको थियोे । १ सय २५ रुपैयाँ पर्ने सो तेललाई 
दुगडका विभिन्न बिक्री केन्द्रले २ सय ७५ रुपैयाँमा बिक्री गरेको प्रमाण 
फेला परिसकेको छ । त्यसैगरी, प्रतिलिटर १ सय ५८ रुपैयाँ पर्ने धारा हेल्थ 
तेललाई ३ सय २० रुपैयाँमा बिक्री गरेको पाइएको थियो ।<br />
यस्तै, सनफ्लावरको ५ लिटरको जर्किनको तेललाई तत्कालको बजार मूल्यभन्दा ४
 सय ५० रुपैयाँ बढी लिएर बिक्री गरेको पाइएको थियो । आमा तोरीको तेलमा पनि 
प्रतिलिटर १ सय ६४ रुपैयाँ वास्तविक मूल्यभन्दा बढी लिएको, १ हजार ९ सय ८६ 
रुपैयाँ तत्कालीन बजार मूल्यको १५ लिटरको स्वस्तिक सोयाबिन तेललाई ३ हजार ९
 सय रुपैयाँमा बिक्री गरेको प्रमाण प्रहरीले अदालतमा पेस गरेको छ ।<br />
त्यसैगरी, पाँच लिटरको धारा तोरी तेलमा खुद्रा मूल्यभन्दा ४ सय ६० 
रुपैयाँ बढी लिएर बिक्री गरेको, प्रतिलिटर १ सय ६४ रुपैयाँ खुद्रा मूल्यको 
ज्ञान तोरी तेललाई २ सय ४६ रुपैयाँमा बिक्री गरेको सबुत प्रमाण अदालतमा पेस
 भएको छ । प्रमाणका आधारमा बच्न सक्ने नदेखिएपछि सञ्चालक फरार भई मुद्दा 
कमजोर पार्ने र विभिन्न शक्तिकेन्द्रमा पुगेर आर्थिक प्रलोभनसहित जोगिने 
काममा लागेको प्रहरीको भनाइ छ ।<br />

shrines. Black colored items like sesame til, sesame oil, black clothes,
 and black gram whole are offered to Shani. It must be noted here that 
the color of the idol of Shani is always black in color. Those devotees 
who fast on Saturday only take a single meal that too in the evening 
after prayers. Food prepared usually consis ts of sesame til or black 
gram or any other black colored food item. Salt is avoided by many on 
the day.
